If you shop on Temu, Shein, AliExpress or Amazon UK, your orders are about to get more expensive and the Temu customs charges Ireland shoppers are now facing can stack up faster than you’d expect. From 1st July 2026, new EU customs charges apply to parcels coming into Ireland from outside the EU — and the way the charges stack up means the final bill can be a lot more than €3.

Here’s exactly what’s changing, what it’ll cost, and what to watch out for.

What Are the New Temu Customs Charges in Ireland?

The EU has scrapped what’s known as the “de minimis” exemption — a rule that let parcels worth under €150 enter Ireland from outside the EU completely duty-free. From 1st July 2026 that’s gone, replaced by a €3 customs duty per distinct item category on parcels valued at €150 or less shipped from outside the EU.

That covers parcels from China, the United States, and Great Britain. So Temu, Shein, AliExpress, Amazon UK, and even some orders from UK retailers like Boots and Marks & Spencer are all affected.

Do You Have to Pay Customs on Items from Temu?

Yes, from 1st July 2026 you do. Most Temu orders previously came in under the €150 threshold with no duty at all. That threshold still exists, but now it triggers the €3 per item charge rather than exempting you from it.

How you pay depends on the retailer. Some will collect the charge at checkout so there are no surprises. Others leave it to be collected on delivery — meaning An Post or your courier holds the parcel until you pay. An Post charges a €6.95 administration fee on top of the duty itself for this service.

Does Temu Go Through Customs?

All parcels from outside the EU go through customs — that’s always been the case. What changed is that low-value parcels, which previously passed through without triggering any charge, are now subject to the €3 duty.

Revenue has advised Irish shoppers to check where goods are actually shipped from, not just where the website appears to be based. A .ie domain or euro pricing doesn’t mean the goods are in Ireland or the EU. If they’re dispatched from China or the UK, the charge applies.

This is where it catches people out. The €3 charge applies per distinct item category, not per parcel. The EU’s own example: a parcel with one silk shirt and two wool shirts attracts €6 in duty — not €3 — because silk and wool fall under different tariff classifications.

Then add a separate EU handling fee of around €2 per parcel, expected from November 2026. And if your retailer doesn’t collect the duty at checkout, An Post’s €6.95 admin fee on top. A €3 phone cover from a Chinese retailer could realistically land on your doorstep costing close to €15 all in.

Shein and Temu Customs Charges Ireland — Is Shein Affected?

Shein customs charges in Ireland work exactly the same way. Both platforms were built around shipping individual orders directly from Chinese factories to consumers, duty-free. That model is now being dismantled by these rules.

Both Shein and Temu have already begun moving stock into EU-based warehouses to reduce the impact — if goods are already in the EU when you order, no customs duty applies. So some orders may be unaffected depending on where the item ships from. Always check the dispatch origin at checkout before you buy.

What About Amazon UK and Other UK Retailers?

UK retailers are caught by this too, which surprises a lot of people. Amazon has confirmed that Irish customers may see a €3 charge on certain orders from Amazon.co.uk and even Amazon.ie, depending on where the item ships from. Boots operates a blended fulfilment model — some orders come from Irish stores, others from UK warehouses. Marks & Spencer has warned the new rules could limit the product range it offers Irish consumers entirely.

If you’re ordering from Amazon.co.uk, assume the charge applies unless the listing specifically states it ships from within the EU.

What Happens If I Don’t Pay the Customs Charge?

The parcel won’t be released until the charge is paid. An Post or your courier will notify you — if you don’t pay, the parcel is held and can eventually be returned to the sender or destroyed. There’s no financial penalty as such, but you won’t get your order.

Can I Get a Refund If I Return an Item?

Generally no. Customs duty is not refundable if you return something because you changed your mind. Revenue will only refund it if the goods are faulty. This matters particularly for the way many people shop on Temu and Shein — ordering a few sizes or styles and returning what doesn’t fit. That approach just became significantly more expensive.

Is This Permanent?

The €3 charge is a temporary measure running from 1st July 2026 to 1st July 2028, while the EU builds a permanent customs framework. Once that’s in place, standard customs duties will apply to all parcels regardless of value — and depending on the product category, those rates could be higher than €3.

Why Is the EU Doing This?

Around 4.6 billion small parcels entered the EU in 2024 — more than 91% of them from China. Retailers across Ireland and Europe, who pay full customs duties on their own supply chains, have been competing against overseas platforms that paid nothing. Product safety is part of it too: Temu was fined €200 million by the EU Commission in May for selling illegal and unsafe products, including toys considered dangerous for babies. The volume of parcels made it almost impossible for customs authorities to intercept them.

What Should Irish Shoppers Do Now?

  • Check where the item actually ships from before ordering — not just where the website is based
  • Factor in the customs charge before deciding if the price still makes sense
  • If ordering multiple items, check whether they fall into different product categories — each attracts its own €3 charge
  • If your retailer doesn’t collect duty at checkout, add An Post’s €6.95 admin fee to your mental total
  • Think carefully before buying multiple sizes to return — customs duty on returned goods is not refundable unless faulty

A Good Time to Shop Irish

One straightforward way to avoid the whole thing: buy from Irish-based sellers. Any retailer shipping from within Ireland or the EU isn’t affected by these charges at all — what you see at checkout is what you pay, delivered to your door with no customs bill waiting for you.
